CPNP notification, step by step

Before a cosmetic product is placed on the EU market, its Responsible Person must notify it in the Cosmetic Products Notification Portal (CPNP). One notification covers all 27 Member States, and the portal itself is free of charge.

What has to exist before you notify

CPNP notification is the last step, not the first. The notified information is drawn from the Product Information File, so the safety assessment must be finished and the label final before notifying.

The steps

Appoint the Responsible Person

Only the Responsible Person (or a distributor for its own translations) submits notifications. Non-EU manufacturers need an EU-based RP first.

Complete CPSR and PIF

Safety assessment, GMP evidence and claim support in place.

Prepare notification data

Category, frame formulation or exact composition, CMR substances, nanomaterials, final label and pack photo.

Submit in CPNP

The RP enters the data in the portal. Authorities and poison centres get access; there is no approval step.

Information the notification contains

Nanomaterials: six months earlier

Products containing nanomaterials that are not already regulated in the Annexes must additionally be notified six months before being placed on the market (Article 16). Check your raw materials - some UV filters and pigments are nanomaterials.

How long it takes

Entering a complete notification is quick. The time goes into what comes before it: collecting supplier documents, testing and the safety assessment. That is why we review your documentation first and only then quote the CPNP notification service.

Does CPNP notification cost money?

The portal is free of charge. The costs are in preparing the product for notification: the safety assessment, testing and the Responsible Person service.

Do I need to notify in every EU country?

No. One CPNP notification covers all 27 Member States.

Can a non-EU company submit a CPNP notification itself?

No. The notification is submitted by the Responsible Person, who must be established in the EU.

Is a product approved after CPNP notification?

No. CPNP is a notification, not an approval. The Responsible Person remains accountable for compliance, and authorities can check the PIF at any time.
