Your EU Responsible Person for cosmetics under Regulation (EC) No 1223/2009
For manufacturers and brand owners established outside the EU. We review your product and, where it qualifies, act as your EU Responsible Person under Article 4 of Regulation (EC) No 1223/2009, notifying it in CPNP on your behalf.

Before we accept an appointment, we review your product's Product Information File (PIF), Cosmetic Product Safety Report (CPSR) and labelling against Regulation (EC) No 1223/2009. If your product is not yet ready for CPNP notification, we tell you before you pay for representation you could not use yet.
No EU authority certifies cosmetic products. Treat any offer of "cosmetics certification" with suspicion. We take on the legal role defined in Article 4, keep your PIF available to authorities and notify your product in CPNP.
