Your EU Responsible Person for cosmetics under Regulation (EC) No 1223/2009

EU Responsible Person for cosmetics (Article 4)

For manufacturers and brand owners established outside the EU, getCosmeticRP.eu can act as the Responsible Person required under Article 4 of Regulation (EC) No 1223/2009 before your cosmetic products are placed on the EU market.

This is not cosmetics certification

There is no EU scheme that "certifies" cosmetic products. Article 4 sets out a defined, EU-established role: an economic operator who keeps the Product Information File available, ensures the safety report is current, and notifies the product in CPNP. We focus on doing that role properly rather than selling a certification that does not exist.

Where your PIF or CPSR is not yet ready, we say so before signing a mandate - see Services & pricing for the Market Access option that prepares what's missing.

Responsible Person duties (Article 5)

What's included

How appointment works

  1. Send your product category, target EU countries and existing PIF/CPSR status
  2. We run a compliance review: labelling, claims, ingredient restrictions, safety report
  3. If ready, we issue a written mandate and notify your product in CPNP
  4. If gaps exist, we tell you what is missing before any mandate is signed
